You skipped V4R2, so I presume you read the "Memo To Users" for both V4R2 and 
V4R3 ?
I seem to recall something in the V4R2 memo to users about a change regarding 
cgi programs.

Subject:        CGI problem

We upgraded from V4R1 to V4R3 over the weekend and now our CGI program is no
longer working.

Our program is bound to the service program QTCP/QTMHCGI and hangs up on the
QtmhRdStin procedure call.  No errors are being generated, so we don't know
how to track down the problem.  The web page just eventually times out.

We appear to have the latest PTFs and have researched the HTTP programmer's
guide extensively for any changes.

Any one with ideas?
