If your numeric values are all packed, try:

PARM('020' X'00065F' X'019F X'98102F')

If they were all zoned, you would need:

PARM('020' '00065' '19' '981024')

Search the bottom of the compile listing to locate the storage usage map.
It will show you what the storage format is. Generally, numeric RPG
variables are packed unless specifically coded as something else, or
contained in a data structure, which defaults to zoned format.
