Roger, 

To recreate the ECS configuration, (i.e., line, controller, device), just
CALL QTIINSTL

This creates any components of the ECS configuration that is
missing.  In your case, it will create an QESPAP device.  If
you were missing the line or controller, it would create these as
well.
