David,
With a 3490 you can read 3480 cartridges but not to create/write them.
It is very disappointing. But only IBM can answer why when they shipped 3490 and
most
mainframe sites used 3480 you couldn't send a 3490 tape to them, e.g. till now 
we
have to send old reel tapes to such sites here.
