1)  You may wish to set Allow Object differences to *YES

2)  Are the logical files that you are restoring, based on Physical files in 
this
same library?  Are the Physical Files alphabetically after the logical files?

3)  If you answered Yes to number 2, and the library was backed up using the
SAVLIB, try doing a RSTLIB (You can only do a RSTLIB when the library was backed
up with SAVLIB).

4)  You should enter the Output *PRINT, so that you get a printout of the 
restore
status of each object, as it is restored.
