V4R2 partial install/No V4 manuals

A customer just received a RISC box from an unnamed company that has
a partially installed V4R2 on it... I managed to get it up doing a
manual IPL and discovered this wonderful mess... Have contacted IBM
to overnight CD's.. I have no manuals for this release on the site...
Same company didn't send CDROM or tape with books...

It appears that all they managed to get on was base OS/400...with
none of the "standard" features like help,qgpl,qusrsys,extended support,
etc.

Only the 400 could run with a partial installed os...


I believe that LIC is at least correct version...

Suggestions on scratch install:
Manual IPL.... Take option to install OS/400 ?????
