Here's a response from our chief technical writer:

We use FrameMaker (by Adobe) to produce our manuals.

For capturing screens, we access the 400 using Client Access. 
And we use a product called PaintShop Pro, by JASC, Inc. (www.jasc.com). We 

then run it through a (scripted) series of alterations to get it to be 
black text on white background. The scripting tool we use is called Image 
Robot (also by JASC). Image Robot is actually like a PSP add-on product.

We save all graphics as .gif images and import them by reference into our 
FrameMaker documents.

PSP is a reasonably robust graphics tool that is great for capturing 
screens. It costs about $100, which is well worth it.

There are other strictly screen capture programs out there that are 
cheaper. I prefer PSP because it has additional graphics capability. 

We burn the documentation onto a CD-ROM for distribution.
