Eric,

You can start at their web page http://www.common.org and check things out
there.  Do you belong to a Local Users Group (LUG)?  If so, I believe you can
save yourself from getting a personal membership if the LUG belongs to COMMON.
If you do not belong to a LUG, it might cost you the same to join the LUG as it
does to COMMON and you would get more value.
