Access plan is first built when you run CRSQLxxx command. It could be different from a job where you run the program. If you run the same program from jobs with different CCSIDs, then access plan will be rebuilt every time CCSID changes. When access plan is rebuilt, system tries to update access plan which is stored with the program, which then can be used by all other jobs. If current user does not have *CHANGE authority to *PGM object, then temporary access plan will be built and every job will have to generate it's own access plan. Another place to look at is STRSEQ settings for access path, access plan and job(s). You can look at attributes of access plan (saved with the *PGM) using PRSQLINF command.
