Empty Primary file processing.

Hi all,

I've come across a couple of old RPG programs which are failing on an I/O to
an unopened spool file because of:

1.      No records to process
2.      One of the spool files is UC, and of course it's not open because no
records for that department where found.
3.      All spool files use the same ExcNam or are using a Total record
output spec.

Since I'm no expert with the use of the infamous "CYCLE", I was hoping
anyone had any suggestions as how to handle this type of situation.
