Sello Walden,

This particular problem has irritated me since its inception.  If the system 
needs to update the access plan 
then it should do so regardless of the authority the job user has to the 
program object.

I do not know the name of the program but you could try turning on system 
auditing for authority violations 
and then try running the SQL program under a suitably restricted profile.  An 
entry may show up in the 
journal.  I am not sure if Q* programs are exempted from authority violations.
