You could send the message to the queue specified in the MGQ() parameter of
the SBMJOB command:
RTVJOBA SBMMSGQ(&Q) SBMMSGQLIB(&QLIB)
SNDMSG MSG('...') TOMSGQ(&QLIB/&Q)
The default for SBMJOB is MSGQ(*USRPRF), so the message will be sent to the
message queue specified in the user profile of the submitter (assuming the
submitting program uses the default for MGQ()).
