If you enclose a single apostrophe within apostrophes CL gets confused. If
you enclose 2 consecutive apostrophes within apostrophes CL treats them as
a single quoted apostrophe. Try the following.
CHGVAR &hdg ('''' *cat 'Heading' *cat '''')
or simply
CHGVAR &hdg ('''Heading''')
