Kris,

You may find that there is a jobq called QS36EVOKE that is essentially a
job queue with all priorities set to *NOMAX on your system already.

If you need a separate subsystem you would use CRTSBS and while it's not
running do a ADDJOBQE (add jobq queue entry).  Start up the subsystem
and submit your request to the new job queue.

You can also add auto start jobs to the subsystem so they will start
with the subsystem.
