It is my understanding that IBM deliberately left off some common OS 
functions (MAKE, SAVOUTQ, a decent program editor, library/object manager, 
program/file/field cross reference, etc.) to leave opportunities for 3rd 
party vendors to make some money.  From hard, personal experience, I know 
just how hard it is to convince management to spend money for a 3rd party 
tool.  I think one reason is that so many managers used to be programmers, 
and they think "why, we could write this in a weekend for free!  Why pay 
for this?"  Of course, they never do get around to writing it, and we can't 
do it because of time constraints and the old "we sell software here - we 
don't make any money writing tools!"   :-(
