Colin,

Depending on the organizational structure of the DP department, it's not
uncommon for a librarian position.
In the smaller shops, it's the manager/security admistrator/data base
adminstrator/person of many hats.

It's the person whom has final say on if a universal function shall be
written and globally utilized.

They are also the watch dog to make sure that the function -is-
utilized.

For example, we are a small shop, and in our shop, when a project is
managed properly, the person responsible for the entire project will
provide the programmer not only a written set of objectives but a
skeleton program(s) with the required functions already included.  The
programmer is required to use the functions.

IMHO, it is not a programmers place to make these decisions.  That would
make them a project manager/analyst.
To grant the programmer blanket authority to make the decision, on their
own, to create functions or to not use existing functions speaks poorly
of management.
