Linux is not public domain.  The Linux kernel and most software
available is under copyright of the authors.  However, the terms
of licensing allow unrestricted use and also the right to make
improvements, provided that any derived work must also be distributed
using the same license.

The course of development is not driven by the whims of any one
company, but rather the requirements of all users.  If someone
thinks Linux needs some enhancement, they are free to do so.  And
if others like it and find it useful, that enhancement will
become widespread.  Furthermore, since source code is available,
anyone can debug and fix any problems, resulting in code of
exceptionally high quality.  I'd say this is very good!
