the security toolkit has a report that you can run to find that.

go sectools

choose option 22 for audit journal entries, and for the type, use SV(system
values). this will inform you of any changes that were made to system
values.

you have the option to schedule these jobs, and we have found that by
running some types on a daily, and some on a weekly basis to be very useful
in tracking what people are doing on the systems.
