AS/400 to AS/400 file transfer

I need to find a way to transfer a file from a V4R2M0 AS/400 to a V2R3M0
AS/400 via ECS modems.  How do I set up the Line, Controller and Device
such that I can start a pass-through and send a netfile.  Or is this not
the best way to do it?  What authorities does the user profiles need on
both sides and do they need to be added to distribution lists etc.?
