Journaling will have your answer.

   Say .. retrieve your records from file A. at 08:00 am.
   you keep track of the relative record numbers or unique keys.


  at refresh time write an exit pgm to check the Journal Entry CHANGES
  of the records you are interested in .... between  8:00am and refresh time.
