Yes, in theory, this can be done. But if it is a large customer, NT
(400 or no) will choke on scaling for the Oracle server.
Could be just the usual ploy. Put it up. It runs so bad. Hey, how
about a Unix server? Never mind it had nothing to do with the 400, just
NT.
