The 658 message means it can't connect to the Telnet server.

Unfortunately, this was not true in both cases.  I checked each machine
numerous times and they both had the HOSTS file.  In fact, I just renamed them
from HOSTS.SAM.  BUT, CA in both cases acted as if it wasn't there.  As a side
note, I thought 657 and 658 were the signs of a missing or incorrect HOSTS
file, not a blank screen?

You will probably find that the machines that did not work do not have a
hosts file. Just use a text editor to create one or copy the file off the
machines that do work.
