TCP/IP intermittent

I just have new 720 box in my office with NT IPCS in it.
When NT IPCS is vary off, I can ping to AS/400 from everywhere vice versa.
But when NT IPCS is initialised, I get  'request time out'  message most of
the time when I ping from any client.  
I have no experience with TCP/IP before, anyone have clue what I should do
to fix it? 

I'm in V4R4.
