First of all, for best performance, the journal objects should be in the 
same ASP as the database files.  IBM's old recommendation of putting the 
journals AND receivers in a different ASP was a bad recommendation.

The restore procedure for a System ASP failure in a multi ASP environment is:

1.      Recover the operating system

2.      Run RCLSTG, this will get back the User ASPs, although ownership of 
objects will be hosed.

3.      Then, run RSTUSRPRF and recover the remainder of ASP 1.
