I beleive your tape problem is the S36 environment on the RS6000 is writing an unlabelled tape. We only have 40-50 files, so we wrote a quick conversion to an unpacked format, FTPd the files, and then converted them back. It took about 2 days to code it. Can't remember if signed fields were "fun". Your situation may be a lot different. About the S36 environment, if not to go full native, then at least to externally describe the files, run in a native environment, using STRS36PRC to execute. Any new programming we do in ILE. Over a few years of maintenance, most of the system gets converted. You get to use all the database functions like Query, SQL, cpyf, plus any pc file exchanges are easier. Otherwise, you may never leave that S36 environment. Just a thought.
