Piping in on V4R4 -performance/upgrading

I would like to throw in my two cents to V4R4, our performance has dropped
with regards to attaching to the AS/400 from client access on the first
session, it takes three to four times longer now to establish the first
connection (up to a minute and a half) And as for operations navigator, boy
did that change from V4R2, and slowed WAY down.  I have looked at the
servers, and I hang for nearly five minutes.  Is IBM taking classes from the
PC world by making the code work only on the newest, biggest, fastest, most
expensive models available to keep the demand out there in the market place
for their products.   The AS/400 being the most stable machine I have every
worked on, should be able to stand on it's own merits, and not need these
kind of "games".

I am also rather dismayed over the way IBM is doing their licenses now -
issue at hand, we had enough "code" on the base V4R2 to set up IPDS printers
as AFP capable in order to print correctly on some HP lasers.  After
upgrading to V4R4 with the "replace-changed-code" option, the devices need
PSF/400, something we have never had to purchase before; granted it is only
a couple of grand, but it is the principle that bothers me, it is like
buying windows2000 and finding out that you now have to buy the printer
drivers as you need them; like no one prints anything out...

Interactive and batch processing has improved slightly, the most noticeable
increases I have seen are the opnqryf's and raw query.  Our CPU still rides
rather high, we have a 620 (#2179)
