No, although you can do something to minimize the problem assuming you
have an enhanced workstation controller.  Add the CSRINPONLY keyword
at the file or record format level.  This will restrict the arrow keys
to moving the cursor only within input capable positions, so you'll
have fewer cases where the user tries typing in non-input areas.

As always, there are some caveats:
 - It does not prohibit the mouse from setting the cursor position
 - It has no effect on old workstation controllers, and some remote
controllers, etc.
 - If you have help areas defined for non-input areas, the user can't
get there without a mouse
