While this will give you what you are looking for, It may change more than
you want.  I try not to change any IBM shipped objects.  Instead search for
a class that have the values you are looking for.  Then see if a routing
entry exists for that class.  Next create a job description to use the jobq
and routing entry.  Finally change the user profiles to use the new job
description.

This will save lots of headaches, especially after a system upgrade a year
from now.  I know that I will forget about the custom changes to I make to
IBM classes.

When you submit the job to batch you specify the job queue to use. The
job queue is attached to a subsytem. The subsystem has routing entries
that define the operating characteristics. One of these characteristics
is the class. The class defines the execution priority (and other
stuff). So, to change the execution priority in the way you want, just
determine the class that's being used and change it (CHGCLS). You can
find the routing entries by displaying the subsystem description
(DSPSBSD) and selecting the option for routing entries.
