I have written a program to listen on a specific port for requests.

I am trying to set the listen() to not backlog any connections, but when I
set it to zero it seems to still allow additional connections.
I would like it to refuse a connection with any client that is trying to
establish a port that I am already servicing.

What am I doing wrong? I am not sure what additional info you might need.
I have basic knowledge on sockets programming.
