This is most likely a windows problem, not an HTTP server problem.
go to explorer, click on view | options.  Then click on the file types tab.
Add and entry for PDF files, also make sure they have acrobat installed.

You may want to copy the PDF entry in the file types listing for windows
from one of the PCs that works.

The error you receive, though, tells me the programmers are set up
different.  ?
