The year 2000 is a leap year. The three rules which the Gregorian calender uses to determine leap year are:-

        Years divisible by four are leasp year, unless...
        Years also divisible by 100 are not leap years, except...
        Years divisible by 400 are leap years.

Therefor, the year 2000 is a leap year according to rule number three.
