Check to see if "someone" has edited the QUSAPIBD *BNDDIR in QSYS and
removed *SRVPGM QP0SSRV1.

This binding directory is supposed to have all the various OS/400 API
providing *SRVPGMs in it, should have an entry for QP0SSRV1, and should
be automatically used when the system resolves function names.  You
should not need to know the name of the *SRVPGM exporting an OS/400
API (though in this case it's QP0SSRV1).
