Performance Monitor is part of operating system. This is the guy who collects
the data.
To analyze the data (reports, history, capacity planning) you need Performance
Tools/400, which is a separate product.
PM/400 uses Performance Monitor under the covers to collect statistical data
(you do not need to start/stop Performance Monitor manually), and stores it into
QPMGDATA library.
It then performs data reduction and sends the result to IBM.
After data reduction, raw Performance Monitor data will be purged to save space
(it is configurable). This is why you do not see anything but current collection
in QPMGDATA.
To make it send data to IBM and to get analysis from IBM, you need to subsribe
for appropriate IBM service and configure PM/400 appropriately.
PM/400 does have some capabilities for local analysis. To see what you can do,
you may GO PM400 and look at options provided.
