Jim,
Think "command line."  Imagine having an end-user set up a new subsystem.
You could have instructions like:
CRTSBSD xxx
ADDJOBQE xxx
ADDRTGE xxx
STRSBS xxx

or you could lump them all into a single CL program and your instructions
would be CALL NEWPROD/SETUP.  

or, you could take a zillion screen shots of Operations Navigator displays
and try to explain what to click and where.

From a software vendor's viewpoint, it is far easier to put all your setup /
configuration instructions in a CL program and have the end-user call that
program.  Every machine will execute the same script in the same way.  GUI
programs like Operations Navigator can't be scripted nearly as easily to
work across all machines.
