Martin, service programs stay loaded until the activation group
containing them has ended.  For named activation groups, all you have to
do is RCLACTGRP actgrpname, but for the default activation group, you have
to sign off.

If that doesn't fix things, check the library that the program expects
the service program to be in: DSPPGM DETAIL(*SRVPGM).
