I was a little surprised to see your question was not yet answered by now.
(My
mail server was down for most of yesterday, so I just now saw your post.)

If I understand your query, you're looking for a database file on the AS/400
that contains data on all of the applied PTF's on the AS/400.

If that's the case, just do:

DSPPTF OUTPUT(*OUTFILE) OUTFILE(CARLSLIB/$ALLPTFS)
