Ron, 

I tried the menu bar a couple of years ago.  I had trouble making it work, and then soon after that was at a site with DBU.  My memory is that DBU used the menu technique and the menu bar was not at all intuitive.  I'm not ready to explore that solution right yet.  I think it could be very useful if it was built into a system's architecture and was system-wide, but that is beyond the scope of the current concept.
