well, you'd think you'd get a feel on whether the programmer was working
by the results turned out.  if they're not doing the job, it's time to
send them packing.

i knew someone once that bragged how he'd work an hour from home and
bill for 4.  well, his client got wind of the boasting, and they started
monitering his time. and they've never trusted off site contracters
since.  

but how do you monitor time not on the computer, spent planning,
debugging, etc?  i don't know that you can.
