Release License API Ethics

I did not get a reply to this the first time, it must have been to large of
a message with 2 questions. This is the condensed version with just the
ethics question.

I am attempting to release a software license through a program. I normally
use the manual method which is OK. When that person goes back to using the
software they get re-issued a license. Is it wrong to release the license
through a program like this, thus effectively introducing something like
concurrent licensing?
