I've got one Windows 95 machine that is a couple of years old.  It has 
gotten 4 of the last 6 time changes wrong. 

The machine is also dual boot to OS/2.  The OS/2 side doesn't try to get 
fancy on the time changes, it just runs nistime when it connects to the 
internet and resets itself to the correct time.  The Windows attempt looks 
flashier but in the end it is OS/2 that gets the time right.

FWIW, I've never had a problem with any of our Win9x, or NT machines
incorrectly handling the time change. They've worked perfectly every time.
Of course, all machines have the latest patches applied.
