Don, I just tried this and it worked:
     A                         WDWTITLE((*TEXT ' Sample ') *BOTTOM)
     A                         WDWTITLE((*TEXT ' Top ') *TOP) 
I am guessing that you want to take the parentheses off the *BOTTOM 
keyword.

This works to put the text in the top border:
WDWTITLE((*TEXT   '1=Select Attribute');  (*COLOR WHT) (*DSPATR GRN))
This is not accepted by SEU, nor will it compile if I override the syntax 
error:
WDWTITLE((*TEXT  'F12=Cancel'); (*BOTTOM) )
