What are the rules for printing a rack config?

I was used to WRKHDWPRD, option 1, and F17 to print.

I understand this changed to DSPHDWRSC, *AHW and *PRINT with a later
version.  

But at some client sites, it is not working.  I also have been told the
rack config has to be entered manually during installation.  Is this
really true?  It seems the system should already know what it's internals
look like, and where they reside.

I also dabbled with the DSPLCLHDW command for similar results.  

Is there a consensus out there ??
