Sorry, I can't agree with that.   That may be true for the "Take the Money
and Run"  consultant.
But it is not true for all consultants.   Just as many consultants know that
their long term
image depends on providing the "Correct" solution.    

I have been in shops (as a consultant) and have been the "Voice of Reason"
when it comes to 
long term strategic solutions.   In house programmers are just as likely to 
"Just get it to work, and move it in"  mentaility.   The shlock code I've
seen just as often
has been written by some on "In-House".   (Who BTW isn't as worried about
"Making the
code look good" , to be "Re-Upped")

You can't paint everyone with the same brush.
