Thanks Henrik, we've checked all of those things (and so have IBM) over and
over.  If they published the pin-outs I could check that the cable is OK but I
don't know where the cable is documented and besides IBM claims to have swapped
it to no effect.

The truly hilarious thing is that at one time they claimed it had to be a
software problem and that we must have used DST to change some settings.  When
we pointed out that DST required a console - and we didn't have one! they were
unmoved from their stance and insisted that they would have to charge us for
software support to resolve the issue.

We're working with a more sensible IBMer right now but thinking about just
giving up.  This is time we don't have!
