NETSTAT
3. Work with TCP/IP connection status
F13 to sort by local port
Do you see ftp?

STRTCPSVR *FTP

Did you install some security programs or exit point programs?  Example 
Pentasafe or others?

Try:
http://archive.midrange.com/midrange-l-archive/
and search on connection refused

Subject:        FTP to AS400

I can ping the AS400 from my network workstation, but when I try to open a
connection it says 'connection refused'. The Qserver sbs is running
showing some TCP jobs. Does anyone know what I need to configure or start
to make this work? I don't get to the point where you enter a signon so I
know it is not an authority issue.
