There happens to be a ptf for this.  Check out APAR SA79071

Telnet will now use the port number from the Services Database
table, but in order to avoid impacting longtime users of Telnet,
this feature requires system administrator activation through
the following switch command:
 CALL PGM(QTCP/QTGSRV) PARM(*PORT)
De-activation (the default setting) is done with the command:
 CALL PGM(QTCP/QTGSRV) PARM(*NOPORT)

The provider who is (supposed to be) connecting up a DSL line for me is
using port 23, telnet, for managing the router they're installing.  This
blocks me out of using telnet.
Can I change the configuration on my 170 to "listen" and use another
port for telnet, ie., can I still access my AS400 using client access,
which uses port 23 by default?
Most all 5250 clients (based on my limited knowledge) use port 23 to
"telnet" into the AS400...
How do I change the AS400 configuration and the Client Access
configuration to use another port?
Any suggestions on which port to use?
