Is FTP an option for you?  Either from the PC to the AS/400,
or from the AS/400 to the PC (the PC would need an FTP server
software on it, or you can use an existing FTP server and dl it
to it's directory, then move the files).

If this is acceptable let us know.  It has become very common to
use FTP batch processing from both the AS/400 and PCs to do
this type of thing.
