Hmm... weather a device is capable of 27x132 depends on the
device type.  I'm not sure if there is an API to directly tell you if
a device is capable of 27x132, but I am quite sure there is an
API to get a device description.  So it would be a matter of
getting the device type (3476, 3197, etc..) and going from there.

I know 3197 (which is what I use) is supposedly capable of 27x132
because mine does it.  3476, on the other hand, is not capable of
27x132.

The types I see in my office (mostly IDEA dumb terminals) are:
3196 -
3197 - Definitely capable
3476 - Definitely not capable
3486 -
3487 -
5291 - Old IBM tube (definitely not capable)
5292 - Old IBM color tube (not capable, I don't believe)

I didn't check to see if the rest were capable or not, but I'm sure you
get the idea.
