The last time I checked, IBM and SunGard both had no declaration fee.  The
provider that our Corporate folks had chosen (S/390 orientation) did have a
declaration fee of $5,000.  They said "Oh, don't worry about that.  You can put
it on your business interruption claim to your insurance company."  I checked
the deductible on the policy: $5,000.  I'm sure you can appreciate how much THAT
eased my mind...

It's been a while since I was involved with D.R. negotiations, but I
remember that a significant consideration for us was that IBM was the
only company that did not charge a fee for declaring a disaster.  I'm
not sure if this is still true, but it is an important consideration. 
Some DR vendors require a payment for simply declaring a disaster, and
some will even insist that you arrive with check in hand (hint: store
your checkbook with your backup tapes???).  Because so many companies
that experience a catastrophic loss never fully recover, DR vendors
get a little paranoid about collecting that "declaration" fee up
front.
