 Try the SEPPGM parameter on the printer device description.

IBM:  I wish we had a SEPPGM on output queues for use with LPR/LPD since my
users don't like the NT separator pages (or we don't get them) regardless of
how the AS/400 is set up when the "other side" chooses to ignore the
separator page request.
